City staff briefed the commission on the status of the former Sunnyside Child Care building at 115 Northeast and presented a revised RFP to be issued to solicit tenants.
The former owner asked to remain in the building through August and proposed leaving contents in place so potential respondents could view the layout. Mayor (Speaker 4) reported he had met with the owner and said the RFP was revised at the city attorney’s advice to allow any respondent to propose uses (not limited to child care operators). Commissioners asked for an inventory and valuation of equipment (kitchen appliance, washer/dryer, other items) and raised concerns about items that may have been purchased with grant ("grampa/grama") money.
Commissioners discussed options including an open auction for items the owner wishes to sell, charging rent for August if the owner stays, and negotiating terms with the successful tenant if items remain. Staff proposed evaluation criteria emphasizing proposed use, ability to meet lease obligations, and experience/references, with a target RFP issuance by July 22, final questions due Aug. 21 and proposals due Aug. 27, followed by interviews in September. The commission approved issuing the revised RFP and agreed to return with recommendations about the selection committee and lease negotiation. Staff was asked to document inventory, receipts (if available), and equipment valuation before final lease talks.
