"We have demonstrated that there is a community need for this type of zoning and multifamily housing," Vannoy said, and staff and the planning commission recommended approval.
Public commenters and council members discussed fire access, infrastructure requirements and vested‑rights questions because of prior submittals; the applicant confirmed in writing they seek RM‑1 rather than legacy RM‑1. Council voted 7–0 to approve the first reading, and staff said subsequent development will still require drainage and building‑code reviews when site plans are submitted.
