District outlines paid Level 1 checks and clears Level 2 as more comprehensive

At the workshop, safety director Matt Boyack walked the board through the technical difference between Level 1 and Level 2 screening. He said Level 2 screening uses a state clearinghouse tied to fingerprints and the FDLE/FBI databases and results in an eligibility determination from the clearinghouse. "For Level 2 volunteers, their fingerprints are attached to Clay County so if they are arrested we get notified," Boyack said.
For Level 1 volunteers Boyack proposed integrating a commercial background service through the district's Raptor system to add national criminal searches, identity checks and other verifications. He said the vendor option would cost about $17.55 per volunteer (good for three years), and stressed that it is not the same as the FDLE clearinghouse check. He also noted the district already uses free sex-offender registry checks today and that monthly rechecks from the vendor could mitigate status changes between full Level 2 notifications and the three-year window.
