Steve Burns, who lives outside the city near the proposed site, said the planned service area could cover an 11-county region and serve up to "14,000 individuals annually," which he said makes the scale inappropriate for nearby homes and a daycare.
Speakers asked council members to demand clearer partner commitments and more community outreach before approving any permits. "If Rock Rose campus goes up, we can't stay," Will Hood said, urging a more cautious review. Council did not act on the project during that public-comment segment; the remarks were filed as input for future agenda items and staff follow-up.
