River Ridge board ratifies $150,786 stormwater change order after members question process

During discussion, District Engineer Charlie Krebs and PSGRC General Manager Eric Long outlined field conditions and inlet relocations that prompted the Change Order; they said changes were necessary to produce a functioning result and respond to homeowners' concerns. Supervisor Terry Mountford said the board's operating process was flawed, noting the district was "already $300,000+ over budget" on similar projects and objecting to approving another large expense without a special meeting. Krebs and others said timing and unfinished work carried costs into the new fiscal year and that the changes will address standing-water issues.
Supervisor Kurt Blumenthal said the timing of project completion, not overspending beyond means, explained the carryover from Fiscal Year 2024 into Fiscal Year 2025 and supported ratification. The board directed District Counsel Tony Pires to draft specific "ground rules" for approving project changes beyond a set dollar threshold and to recommend contingency limits and special-meeting triggers for future work.
On MOTION by Kurt Blumenthal and seconded by Keith Merrill, with all in favor, MRI Construction, Inc. Change Order Estimate #500 for Price Changes of Phase 1 and Phase II Stormwater Management Projects, in the amount of $150,786.09, was ratified.
The vote closed the item; supervisors said they will address approval procedures in upcoming policy language and consider contingency controls in future contracts.
