Finance director Linda Cialfini and Supervisor Schultz explained the match structure: the rubberized surface vendor quote is about $450,000 (much of that labor), the town can value crew labor as in-kind to meet most of the $400,000 match, and an ongoing $200,000 annual tax-levy increase (from a prior referendum) would cover remaining costs if grants do not come through.
