He also reviewed construction best practices (silt fences, rock construction entrances, mulch berms) and noted that post-construction treatment areas require annual maintenance certifications. "This permit just regulates the separate storm sewers," Mayers told the committee, and he emphasized the additional obligations and inspections that come with permit-holding municipalities.
