Lawmakers described how banks frequently are the first line of recovery for customers when fraud is detected. "If the bank discovers it and you confirm the statistics and the facts and you file a police report and things like that, they're gonna credit your account because you're a good customer for theirs," the Chair said, summarizing dispute practices for many credit and banking institutions.
Panelists recommended expanded consumer-education efforts, clearer public reporting channels (noting IC3 and agency hotlines exist but are fragmented), and better coordination between banks, regulators and local law enforcement to close practical gaps that prevent victims from getting money refunded or cases prioritized.
