City engineer Jeff Davis told the Infrastructure Committee the Howard Street project is a locally administered DOT resurfacing effort funded at roughly 80% federal and 20% local share, with a total contract amount near $205,000 and a local match of about $41,000. “This is a... an 80 20 project,” Davis said when explaining the federal-local funding split and the program that extends pavement life with a shim/overlay.
Davis said the work was not programmed in FY26 and is slated for FY27, with construction not expected to begin until after July 1. Committee members discussed why DOT handled a relatively small resurfacing parcel; staff explained DOT uses cyclical pavement resurfacing programs that include many small, targeted overlays. A member moved and the committee recorded a second; Chair Fish said the item will move to the full council next week for final authorization by the city manager.
