Bisbee council approves $100,000 contingency for Lavender Pit east segment of Bikeways project

The Bisbee Mayor and Council on July 7 approved Resolution R-26-17 authorizing a $100,000 transfer from the Capital Improvement fund, originally Bed Tax revenue, as a contingency to cover potential bid overruns on the Shared Use Path Lavender Pit east segment. Mayor Ken Budge moved the resolution and Councilmember Trish Damon seconded; the roll call vote was 6 ayes and 1 nay (Councilmember Karen Schumacher opposed).
City staff reiterated that the transfer is intended only as a contingency. Meggen Connelley told the council that bids for the east and west Bikeways segments were due Thursday and the city must issue a notice to proceed by the end of July to meet grant deadlines; she said Bisbee Bikeways had raised $900,000 in private funds and ADOT agreed to repave travel lanes at its expense. Mayor Budge noted the city held roughly $394,000 combined in Visitors and Capital Improvements funds and said "the Bikeways project represents a long-term investment." The motion passed after the council considered timing and funding uncertainties.
