Council to test temporary street changes at Hammond–Union intersection to study pedestrian safety

Engineering staff told the Infrastructure Committee on Feb. 18 about a planned SS4a demonstration at the Hammond/Union/4th Street intersection designed to test temporary street changes aimed at improving pedestrian safety.
Jefferson Davis said the demonstration would temporarily close 4th Street at the intersection with barricades and flexible delineators, shorten or reconfigure crosswalks and lengthen curbing to assess whether such changes reduce risky movements. The plan calls for a study period that includes before, during and after data collection, and staff said the demonstration would likely run from spring through fall.
A committee member noted the presentation cited 2015 crash data (69 crashes) and asked for updated crash counts; staff said current figures were not available in the packet and offered to provide updated numbers to the committee later. Staff said the project is intended as a short-term, reversible test to determine whether a permanent redesign would be warranted.
