SHPO review, Elizabeth Street changes and National Register survey status discussed

President Kelli Buscher reported that the City of Pierre submitted plans to the State Historic Preservation Office (SHPO) requesting review of proposed work to extend Elizabeth Street. Garry Guan, the South Dakota State Historic Preservation Officer (SHPO), told the commission the key question is whether the City’s proposed work is part of the Department of Transportation (DOT) project or a separate municipal project. That determination will decide whether state or federal review applies and whether the entire DOT project requires re-review or only the City's addition.
Guan said SHPO is open to receiving public comment by email at "SHPO@state.sd.us." Buscher also told members that SHPO has decided not to conduct an update survey of the National Register nomination for the Pierre Historic Hill District at this time; SHPO will consider a future review if funding becomes available. The commission recorded residents’ concerns and flagged the project for follow-up as the city and DOT refine project boundaries and responsibilities.
