Township staff told the Complete Streets Oversight Board that the June Church Street pedestrian closure attracted the second-highest number of visits in a five-week comparison and produced a 25% increase in average dwell time, a metric officials linked to stronger retail activity. "The average was 75 minutes, which is a 25% increase," the Chair said when presenting the Placer AI data.
The board discussed logistics for the upcoming weekend closure and encouraged coordination with the Business Improvement District and police for street closures and vendor permitting. Staff said the data are anonymized and derived from Placer AI, which aggregates app-based location signals and ZIP-code-level origin data; they cautioned about margins of error and explained the platform excludes frequent employee pings to focus on unique visits. "It's anonymized data... it's not saying Jim was at Church Street and he's a white man from Livingston," staff said.
Business feedback was mixed but generally positive, the Chair told the board: some retailers extended hours and one merchant, Acorn General Store, stayed open until about 9–10 p.m. on the weekend in question. The board agreed to continue outreach and to encourage local programming while limiting amplified sound after 9 p.m. to protect nearby residences.
