County staff propose Pinnacle purchasing-card program for departmental use

Chair introduced a request to enter into an agreement with Pinnacle Financial Partner to implement a countywide corporate purchasing-card program and to authorize the chairman to negotiate documents.

Stacy, the staff presenter, said the program would issue cards to each department with limits set per department and include training and assigned responsible individuals. “Every department will have their own c card, and we will look at what the limits are individually,” Stacy said. She described an expected cash rebate and noted, “It’s 1.15% of all standard transactions, but some transactions aren’t considered standard,” adding the rebate is computed by a matrix and staff cannot yet budget a precise rebate amount. Commissioners asked about commission and budget implications; Stacy said there is no cost to the county to enroll and that any rebate would be on the plus side. The item was placed on the Monday agenda with no objection.

The administrative meeting did not finalize contract terms; the full commission will review the proposed agreement and any negotiated documents at the regular meeting.
