Mike, the city's IT director, told the council the decision was driven by timing and market risk: a previously negotiated buyout tied to market price would be about $1,270,000 if the city waited on the existing contract, and a market‑rate adjustment scheduled for Aug. 1 would raise costs. "If we don't pass this, by July 31 there would be a six‑figure increase in our cost," he said, explaining that the flex term will realign payments to the fiscal year and lower operating costs once in place.
Mike said the new contract structure would reduce operating costs by about $90,000 per year once implemented. After the council moved and seconded the resolution, the clerk called the roll and the council approved the item 9–0.
The resolution was taken up under a suspension of the rules so the city could avoid the impending market adjustment; the council's action converts a potential single large buyout into a structured licensing term that the administration said is fiscally prudent.
