Forestry stumpage revenue lags; staff plans for 2027 budget adjustments and use of FCOR

Year-to-date stumpage revenue stands at roughly $1.003 million, which staff said is about 40% less than the three-year average for this point in the year and about 35% under the 2026 budget projection.
Staff said harvesting activity has increased recently and could improve returns this summer, but they urged preparing for a substantial 2026 budget deficit. Preparations for the 2027 budget are underway; staff indicated increased reliance on the FCOR account in 2027 to cover part of the recreation coordinator salary, purchase used equipment (a mini-excavator and potentially a skid steer), increase invasive species work, start a wildlife action plan, and revisit interpretive signing. The stated goal is to allocate no more than 50% of net available funds in 2027 toward these priorities.
The committee received these updates and placed the reports on file. Staff also plans to meet with a Wisconsin DNR contact to review estimated stumpage revenue deficits and FCOR balances as part of 2027 budgeting.
