Council pulls proposed parking rate and fine increases for more review

The Sioux City Council on July 13 removed from the agenda an ordinance that would have raised hourly, daily and monthly parking rates and increased parking fines. Councilmembers said they wanted the Parking & Skywalk Board to have an opportunity to review the proposal and recommended exploring smaller, phased increases rather than a single large change.
Budget staff noted the last rate increase ($5 in 2022) had led to an 18% decrease in usage previously and presented revenue targets tied to an internal goal (20% reserve policy). Council asked staff to return with options showing how different annual or phased increases would move the fund toward the policy target. Tiffany Claiborne, Parking and Skywalk Division manager, said the division meets the third Wednesday monthly and could return a recommendation sooner if needed.
Council votes deleted the item to allow more dialogue and data-driven recommendations from the parking board before any ordinance is advanced.
