Near the end of the meeting the chair moved to go into closed session and a second was heard. The chair then disclosed a personal interest in the Baywood project and said he would excuse himself from the closed‑session discussion: “Now to be totally transparent, I'm interested in the baby project... I'm interested in investing in it in our community. So with that being said, I'm gonna excuse myself from the club session,” he said.
Minutes show the motion was moved and seconded; the transcript records the recusal and the board proceeded to closed session. No formal vote tally was recorded in the transcript.
