City Attorney Joe Lindsey, City Recorder Melissa Bissett, Keizer City Council President Shaney Starr and Councilor Kyle Duran were identified as attending in person. On Zoom, Connie Kong introduced herself as outside counsel and the outside investigator hired for the matter; Connie Kong said, "My, name is Connie Kong." Les Ziets, publisher of the Keizer Times, was present on the call and stated he would not participate.
During the roll call the meeting chair stated that, "pursuant to ORS 192.660(2)(f), we will now enter into executive session to consider information or records that are exempt by law from public inspection." The committee did not discuss the substantive contents of the executive session on the public record. The chair said the group would reconvene in regular session when the executive session concluded and could take further action at that time.
