Duvall staff outline compliance work program after Department of Commerce appeal

City staff told the Duvall Planning Commission that the city's July 2025 comprehensive-plan update was appealed by the Washington State Department of Commerce and that the city and Commerce negotiated a work program to address compliance issues rather than enter litigation. Morgan Doerner, principal planner for the City of Duvall, said the effort focuses on targeted updates to the comprehensive plan and matched zoning-code edits to ensure the city remains compliant with the Growth Management Act while preserving as much of the previously adopted policy as possible.
Doerner said the five primary tasks in the program are: updating the land-capacity analysis; ensuring housing is planned for all income levels; addressing identified housing and employment capacity gaps; updating development regulations to align with the comprehensive plan; and completing the work by the end of 2026. Staff emphasized that much of the amendment work is driven by state requirements and technical analysis rather than new local policy direction. The presentation included references to external analyses (King County land-capacity work and a consultant land-capacity report) and notified the public about upcoming SEPA and interagency review.
