A council member raised a resident complaint about a home-based lawn-care business that appears to be operating heavy equipment, trailers and maintenance activity from a residential property. Council members and staff discussed whether the conduct violates existing parking, noise, home-occupation or zoning rules and asked staff to investigate.
Council members said the reported activity goes beyond ordinary residential use and might be addressed under parking or zoning enforcement. One councilmember said they had reviewed photos and visited the site and that the presence of commercial heavy equipment used throughout the day suggested the property is functioning as a business site rather than a home-storage location. The city attorney and planning-related staff advised the council to provide details so staff can apply the facts to existing code; staff agreed to check other cities'ordinances and report back. The council asked Aaron and Dave (staff leads) to review the code and, if needed, prepare a work-session discussion or an ordinance amendment.
No enforcement action was taken at the meeting; staff were asked to initiate code review and to reach out to the resident about enforcement options such as reporting to the sheriff if parking violations occur.
