The Johnstown City Council introduced Ordinance 11-2026 on July 23, a first reading that would amend section 9.21.06 of the codified ordinances to set water tap and capacity fees. The Chair said the ordinance was an introduction only and that the council will vote on the measure on August 4, 2026.
A council member asked whether the last assessment in 2020 had been completed by Jacobs or another firm and whether the 2020 report contained fee recommendations that the council should consider; staff offered to retrieve and share the 2020 assessment. "If the last time they did it, was there anything that said... you should increase it by 8%, 18%, 28%?" a council member asked, indicating interest in prior recommendations to guide the 2026 action. No technical presentation occurred at this meeting; the item was left for further review and a vote on the scheduled date.
