Allegany County reappropriates prior DCJS funds and accepts new $100,000 DCJS Aid to Defense grant

Separately, the Public Defender and Conflict Defender requested acceptance and appropriation of a new $100,000 DCJS Aid to Defense Discovery Reform Grant for State Fiscal Year 2026–2027. The grant will fund items including digital evidence, administrative support, computers, hardware, software, training and related litigation readiness; the committee approved the request and referred it to Ways and Means. The grant was described in the packet as $50,000 earmarked for the Conflict Defender’s Office and $50,000 for the Public Defender’s Office, with specific appropriation line items listed in the submitted modification.
Legislator Janice Burdick asked why the 2024 funds were not spent in the year received; Public Defender J. R. Santana Carter explained timing and formal approval processes for spending grant funds can delay expenditures. The reappropriation will allow the offices to use the remaining funds in 2026.
