Allegany County committee approves application for 'Access to Home for Heroes' veterans grant

The Allegany County Personnel Committee on July 1 authorized the county to apply for the New York State Office of Community Renewal's Access to Home for Heroes/Veterans Program grant covering Oct. 1, 2026 through Sept. 30, 2027. Director of Veterans’ Service Agency Michael Middaugh presented the request and the committee approved it and referred it to the Ways and Means Committee.
Middaugh described the program as funding financial assistance to veterans with physical limitations to make accessibility modifications, emergency home repairs or correct code violations so they may remain in their primary residence. The meeting packet includes both a $125,000 figure and a $15,000 figure in the memorandum of understanding; Legislator Janice Burdick asked if the MOE's $15,000 figure was the county share. Middaugh said they are requesting $15,000 from the state and that, as presented, the local County share appears to be zero. The request passed on a motion by Legislator Barnes, seconded by Legislator Burdick, and was carried.
The committee discussion noted eligible veterans could be renters or homeowners and may have service-related injuries, non‑service‑related injuries, or age- or health-related disabilities. Middaugh also said the county plans to use some funds for programming and online training, including scholarships for Cornell University training courses cited in the packet. The committee did not take a separate vote on program details; the application itself will proceed to Ways and Means.
