Donnie Scharf and City Administrator Keith Moody explained the city—s experience with the truck—s recent electrical and control failures, and noted parts for the current truck are being phased out by the manufacturer; staff said a conversion kit or control-box replacement is available but significant. Scharf said Westwood and other nearby cities have had some success with trailer-mounted units but that the truck provides better maneuverability and can be operated by one person.
After discussion about reliability, resident expectations and budget, councilmembers asked staff to repair and convert the truck if feasible and to set up a backup contract to ensure uninterrupted service. The agreed approach retained the familiar one-person truck model while mitigating the risk of prolonged outages through a standby contractor or purchase option if needed.
What happens next: Staff will move forward with repairs/conversion for the municipal truck, establish a backup-contract arrangement for peak seasons or mechanical downtime, and provide cost and schedule details in future reports.
