Council approves CARS grant agreement for 51st Street project including multiuse trail

Public works director Donnie Scharf asked the council to approve a County Assistance Road System (CARS) funding agreement for the 51st Street project. Scharf described scope elements including pavement replacement, driveway work to meet ADA compliance and an 8-foot multiuse trail on the south side; the overall project cost is roughly $2 million and the city received approximately $998,000 in CARS funding for the project.
Council members asked about traffic studies, snow removal of wider sidewalks and neighborhood impacts. Scharf and staff said the project had passed the council’s earlier approvals and that this agreement is a funding and administrative step needed to apply for and accept awarded funds. Council voted to approve the CARS agreement by voice vote with one recorded nay during the final call for opposed members.
Staff noted the city will continue outreach on construction timing and that final striping and minor elements are typically completed toward the end of the construction season.
