The council reviewed its draft 2026 state legislative priorities during new business on Feb. 2 and discussed which items to highlight on the front page of the document that will go to the legislature. The packet included the 2025 priorities and staff suggested incorporating Johnson County and League of Kansas Municipalities (LKM) priorities by reference.
Council members asked staff to consider adding explicit language about municipal authority, policing and interagency agreements (a concern raised in LKM language), and debated whether to reference red-flag law developments across the state line. Council member Hague raised red-flag statutes in neighboring Missouri as a reason to consider a broader public-safety line item. Council member Fadelley and others discussed whether the municipal priorities should call out police cooperation with other agencies (including ICE) or leave that to legal counsel analysis.
The mayor asked for hands-on edits and asked two council members to craft proposed wording for the next draft; council agreed to have staff circulate a revised version and to place the updated priorities on the next meeting's unfinished-business agenda for final consideration.
Next steps: Council members will submit edits and staff will incorporate LKM/Johnson County references where appropriate; the item will return for adoption at a subsequent meeting.
