City staff presented a 10-year Capital Improvements Program (CIP) and asked council for preliminary approval of project order and schedules. The CIP preview shows approximately $42 million in proposed investments over the next decade, with public works accounting for the largest share (streets, stormwater and sidewalks). Staff highlighted the Knoll Park master plan as a major parks investment with a $3.65 million allocation and noted the city is leveraging outside resources (STP, TIF, grants) to cover an estimated 35% of project costs.
"For every $2 in taxes that our residents contribute to a project, we're finding another dollar somewhere else," the city administrator said, describing outside funding contributions. Staff also reviewed equipment replacement cycles, department-level totals and the three-part project scoring system (condition/opportunity, importance, equity/inclusion) used to prioritize projects. Council asked clarification questions about timing for pool repainting, HVAC replacements and potential overlap between major park projects; staff agreed to provide written follow-up on specific line items.
