Traffic study shows Reinhardt Drive falls short of traffic-calming thresholds; council to pursue enforcement and education

An updated traffic count on Reinhardt Drive showed slightly lower speeds and varying daily volumes; staff said none of the measured locations qualified under the city's traffic-calming policy and recommended enforcement and targeted education, including speed trailers and sheriff patrols.
City traffic staff presented updated speed and volume counts collected in October and November at four points on Reinhardt Drive and compared them with prior counts. At one location the spring volume was 590 vehicles per day and the fall count was 583; another point rose from 48 to 92 vehicles per day. Staff also noted the 85th percentile speed dropped modestly at one location from 29 mph to 27 mph.
Using Roeland Park’s traffic-calming policy criteria and FHWA guidance, staff concluded that none of the four measured locations presently meet engineering thresholds for traffic-calming installations. Presenter Janelle recommended low-cost interventions already in use — high-visibility crosswalk markings, in-street signage and enhanced lighting — and added that enforcement and education measures should be pursued as a first step. "None of those locations with this data met the traffic calming policy," Janelle said. Police agreed to increase patrols, deploy speed trailers and coordinate with the sheriff’s office on targeted enforcement and school-zone education.
