Council adopts 2024 International Building Codes package but holds off on residential code

Staff presented an ordinance to adopt the 2024 International Building Codes for Roeland Park, noting one deliberate exclusion: the International Residential Code (IRC) 2024. Jennifer Jones Lacy explained the city is delaying action on the IRC because a recently signed state law (referred to in the meeting as the By Right Housing Act) requires reviewing how the 2024 IRC affects houses 2,500 square feet or smaller and whether to carve out local exceptions to remain consistent with neighboring jurisdictions.
"We did the one thing I wanted to point out is that we've left out the International Residential Code for 2024," Jones Lacy said, referencing the state-level By Right Housing Act. Staff told the council other 2024 code updates reflected in the packet were recommended and the council approved the ordinance as presented. City staff said they will continue research on the implications of the state law and coordinate with neighboring cities about parity on code adoption.
