Monroe council awards $688,607 well-drilling contract to Cluff Drilling & Pump

Monroe City Council members voted to award a $688,607 contract to Cluff Drilling & Pump for a new culinary water well, according to the minutes of a special meeting held July 1, 2026. The award was made conditional on the city receiving a recommendation letter from USDA Rural Development.
Kyler Nielsen of Jones & DeMille Engineering told the council that bids were opened June 30, 2026 and that two bids were received; in the engineers' assessment, Cluff’s bid was complete, responsive and fully competent. Councilmember Candice Barney moved to award the contract and Councilmember Ryan Johnson seconded. The minutes record a roll-call vote of 3-0 in favor, listing Councilmembers Jason Bagley, Ryan Johnson and Perry Payne as voting yes.
The minutes also record an apparent inconsistency: during roll call earlier in the meeting, Jason Bagley was listed as absent. The council’s official minutes record both Bagley as absent on attendance and Bagley as a ‘yes’ vote on the award; the minutes do not clarify that discrepancy. The motion carries as recorded in the minutes.
With no further business, Councilmember Johnson moved to adjourn at 5:32 p.m.; Councilmember Barney seconded and the meeting was adjourned. The next regular City Council meeting is scheduled for Tuesday, July 28, 2026 at 7:00 p.m. at the Monroe City Office.
