Event Hub closeout moves forward as council approves pay application and change order

Deputy City Manager David DeCoster recommended the council approve Pay Application #13 ($696,400) and Change Order #11 for the Event Hub project, reporting the construction manager and architect have approved the request and that the project is largely complete.
DeCoster told the council the contractors' work is done and the city is holding retainage while vendors provide warranty and closeout documentation. "This is for a period ending 06/30/2026, and now that the event hub is open, we're still about 80% or so paying the contractors," DeCoster said. He estimated a final reconciliation and possible savings return to the city by Oct. 1 and answered questions about rentals, online registration and the commercial kitchen. The council approved the recommendation by motion and roll call.
Staff said minor punch-list and warranty items remain but that substantial construction work is complete.
