Council approves 50%‑reimbursed stormwater rehab agreement with Johnson County

Public Works Director Donnie Scharf presented the 2026 stormwater rehabilitation project and the Johnson County SMAC funding agreement. Scharf said the work will replace HDPE pipes that currently run beneath the baseball field and move the alignment closer to the parking lot so future access will not disrupt the field. "There's 500,000 that is SMAC eligible," he told the council, and Scharf said Johnson County will reimburse 50% of construction costs for the SMAC-eligible portion.
Council asked technical questions about the alignment and timing; Scharf said the agreement follows the standard SMAC format used by the city and that staff will proceed with the construction phase once the agreement is executed. The council voted to approve the funding agreement by voice vote. Staff will return with schedule and construction coordination details for impacted field use and adjacent areas.
