Staff (S2) told the commission that downtown rules require 50% fenestration on new structures but that the Architectural Review Board (ARB) recommended the MacArthur elevations as appropriate within the historic downtown overlay. "There is no waiver available for fenestration in downtown," staff said, but added that the ARB's recommendation on appropriateness could allow the elevations to take precedence in context.
Staff noted one portion of the proposed building does not meet the 50% transparency requirement; the ARB recommendation may support that element given historic-district design considerations. Commissioners were informed the staff report documents this discussion for the commission’s review.
