Staff presented a hybrid short-term rental proposal that would shift existing Willoughby short-term rentals to administrative renewals while establishing a buffer around clusters where operators would need conditional use permits. Staff said the commission previously directed a 500-foot buffer and that anything inside that buffer would "apply for a conditional use permit" rather than receive automatic administrative approval. The presentation compared alternate buffer sizes and showed how the number of properties eligible for administrative approval drops as buffer distances increase.
Staff emphasized tougher review standards for properties inside the buffer and proposed enforcement changes. "It very clearly has a 4 strikes and you're suspended from the program," said a staff member (S1), describing a rule to remove repeat violators. Commissioners and staff discussed evidence challenges for enforcement: software can flag stays but does not always produce court-usable listings, so staff plans to supplement software reports with door checks and other documentation. Staff said it will meet again with the Civic League, short-term rental operators and other stakeholders to refine enforcement and reporting procedures.
