Planning commission recommends rezoning of 645 West Diamond Drive to C-5

Chair Waters opened the public hearing on ZMA 26004 and Planning staff Destin summarized the request: Mike Harvey, on behalf of Bobcat of Salina, asked to rezone a 1.8-acre tract at 645 West Diamond Drive (approximately 77,000 square feet) from C-7 Highway Commercial to C-5 Service Commercial. Destin told commissioners the property has been vacant since it was platted in 1974 and that the proposed change would extend an existing C-5 district eastward along West Diamond Drive.
Destin said staff found the site supported by existing infrastructure installed through a benefit district and that the C-5 district would permit uses such as equipment sales and rental, automotive sales and service, and business offices. "The staff has not received any public comments on this application," Destin said. He noted portions of the lot lie in an AE flood zone and that any future structure in that area would need its lowest floor elevated above base flood elevation; he also reminded commissioners that the planning commission is a recommending body and that state law provides a 14-day protest period before the item moves to the city commission.
Commissioner Altzman moved to recommend approval of the zoning map amendment; the motion was seconded, and the commission approved it by voice vote. The commission's recommendation will be transmitted to the city commission for final action by ordinance after the statutory protest period.
