Utilities director: EPA rules require lead-service-line inventory by 2027; private-side records are incomplete

During the July 1 study session, Martha Tasker highlighted the federal EPA lead-service-line requirements and the practical difficulty of identifying private components of a service line.
"It's a federal EPA requirement," Tasker said, adding: "it requires to know what's the service line into a home and what our service line is. We have very good records on our information for ours, but not so good on the private property." She said the city must meet mapping and inventory obligations by 2027 and asked residents to notify the city if they suspect they have a lead service line.
Staff said identifying private-service-line material is labor intensive because property-side records are patchy. The commission asked staff to investigate possible assistance programs and to assess whether household treatment options might be appropriate as a short-term mitigation while replacements proceed.
