Harford County DSS sent recon letters to kin and resource families citing SSA guidance

At the May 21 meeting, Services staff member Jill Latteri told the Citizen Advisory Board that the department sent a recon (reconsideration) letter to kinship providers and resource families to remind them they must remain in compliance with annual reconsiderations. Latteri said the department "cannot place youth in unlicensed facilities" and that "the notification is based on guidelines received from SSA."
Board members discussed the importance of sharing this guidance with staff to ensure consistent interpretation and emphasized the need for more accessible training for foster parents. Kourtney Cluster highlighted training gaps and the department’s exploration of varied recruitment strategies, including pilot programs to recruit older-youth caregivers and discussion of stipends to secure respite/emergency bed availability.
