The Wyoming Planning Commission on July 21 approved special land-use and site-plan requests to convert part of an existing 4,000-square-foot building at 725 36th Street SW into a 75-person event center operated by Monique Garcia.
City staff told commissioners the parcel sits at the edge of the B-2 business zone and that the project meets the zoning code’s findings of fact, including traffic, drainage and emergency access reviews by engineering and the fire marshal. Staff noted the ordinance’s parking standard equates to roughly one parking space per three occupants, which would normally require 25 spaces for a 75-person occupancy; the applicant requested a waiver to allow use of the site’s existing 23 spaces.
Applicant Monique Garcia, who identified herself as a Wyoming resident and owner of Mint & Floral, said she limited the venue to 75 guests “out of respect for my neighbors” and added that while a sprinkler system could raise capacity to 144, she signed a waiver with the fire department to keep occupancy at 75. Garcia said alcohol would be allowed only when the renter provides required insurance and the event is monitored: “If we see or have any type of alcohol that was consumed without this approval, the event will, in fact, get shut down.” She also described encouraging carpooling and allowing overflow parking at her nearby Mint & Floral location.
Commission discussion focused on dumpster screening, the adequacy of the parking waiver and safety near a school crosswalk on 36th Street. Staff told commissioners the engineering office confirmed no expected adverse traffic impacts and the fire marshal confirmed emergency access. After questions, the commission moved and approved both the special-use and site-plan motions subject to the conditions listed in staff packets.
The commission recorded affirmative roll-call votes for both motions. The approval includes the parking waiver for the existing 23 spaces and standard site-plan conditions; commissioners asked staff to ensure enclosure of refuse and continued attention to pedestrian safety near the adjacent school.
