An elections official (referred to in the record as Laplina) explained the San Ysidro ISD arrangement: “If they're unopposed, it won't get canceled, and there won't be any fees,” and said the contract only becomes effective if there are opposed candidates. The court approved the San Ysidro ISD contract and similar agreements for Hidalgo County precincts and Roma ISD by voice vote.
