Council approves Conditional Use Permit for Miller West eight-well pad after owner waiver

Ballard City Council voted to approve a Conditional Use Permit for the Miller West horizontal well pad proposed by Uintah Wax. Andrea Gurr, representing Uintah Wax, told the council the property owner "has already signed a waiver" for the rule that wellheads sit at least 1,000 feet from any dwelling. Council Member Ben Allred moved to approve the CUP and directional signage; Council Member Steve Secrest seconded and the motion carried, with Council Member Al Kettle previously recused from Item 2.
The CUP application described an eight-well horizontal pad with plans to permit all wells this year and begin drilling half by year-end. Andrea Gurr said the applicant will add directional signage to manage traffic flow as requested by Planning and Zoning. The council recorded the recusal before deliberation and otherwise approved the permit; the motion listed Andrea Gurr’s compliance with prior Planning and Zoning conditions as a condition of approval.
