Planner Mr. Crillo told the board the application had appeared before them several times and recommended Aug. 27 — the board's second meeting in August — so the absent member could participate in the decision. The board confirmed a three-member voting quorum and approved continuing the hearing; the chair said the board will treat the Aug. 27 meeting as the decision date and extended the decision deadline accordingly.
