Staff presented two engineering proposals to prepare final documents needed for a state grant application that could begin in October and fund up to 80% of a project estimated at about $2.2–$2.4 million to upgrade the line. One proposal was quoted at roughly $64,900 with grant-assistance included; another was listed at about $61,000 but left grant support "to be determined." Concerned about timing and incomplete price breakdowns, councilors voted to table the resolution and call a special council meeting for July 27 to finalize the contract if staff can present clarified costs and deliverables. The tabled action preserves staff’s opportunity to pursue a grant that requires projects to be shovel-ready and designed before application.
