SCDOT updates Lands' End, Island Causeway and Charleston Highway work for Beaufort County

SCDOT staff told the Beaufort County Transportation Committee that Blythe and APAC have completed portions of Lands' End and Island Causeway work, with remaining thermo and milled-in rumble strip work scheduled and APAC premilling and surfacing planned next week; the full contract package is on track for completion by Sept. 30, 2025.
SCDOT representative Tracy updated the Beaufort County Transportation Committee on several active contracts, saying the Lands' End Road contract is split between two contractors and that "Blythe has completed their part. This contract is in 2 pieces, 1 by Blythe, the other 1 by APAC." Tracy said the only remaining items on the Blythe portion are thermo markings and milled-in rumble strips.
Tracy described APAC's work schedule and approach on the Lands' End portion: "Internally, APAC has made some changes and they brought on a new ops manager ... they're going to go back and mill it, and then do some leveling and then come back next week and do the surface." He told the committee the consolidated work across contractors is still on track and that the overall completion date for the combined contract is September 30, 2025. Tracy also described full-depth patches on Charleston Highway and related sequencing so APAC can finish Lands' End before returning to other sections.
The update covered Island Causeway as a separate two-part contract; Tracy said the Blythe portion was finished late last year while the APAC portion is completing hydroseeding to finish that project. He noted traffic-signal upgrades with W.M. Roebuck are anticipated to start in May and that some signal rebuilds include added pedestrian controls. The briefing included contract splits, sequencing to tie contractor work together, and a summary of the county-specific roads and contract amounts Tracy said he will provide in the packet for the committee to review.
The committee asked clarifying questions about where specific segments begin and end and about safety measures on active projects; Tracy confirmed that a summary of Beaufort County contract amounts, percent complete, and funding sources (state, CTC, federal) will be provided at a future meeting. The committee did not take formal action on any of these items at this meeting.
