Captain Rachel Larson of the Salina Police Department asked commissioners to authorize a consolidated five‑year contract with Axon Enterprises for body‑worn and in‑car cameras, interview‑room systems, taser replacement and cloud‑based evidence management.
“We've used Axon technology since 2014,” Larson said, and the consolidation would replace multiple renewal dates and integrate hardware, software, maintenance, live transcription and training tools into one platform. Larson said consolidation is projected to save the city approximately $533,000 over the five‑year term compared with renewing separate contracts.
Commissioners asked about the cost profile beyond 2028; staff explained consolidating terms now avoids a projected price jump in 2029 that would occur if the body‑worn camera contract were renewed independently. After limited public comment and technical questions, the commission authorized the city manager to execute the consolidated Axon agreement in the amount of $1,178,147.84. The motion passed 5‑0.
Staff said the consolidated contract will lock in current pricing and a modest annual escalator; Captain Larson described the benefits in evidence handling and training efficiency.
