Staff said the engagement plan will include newsletters, social media, a project video and listening sessions; they listed an August work session to debrief, a November review of engagement feedback and a possible public hearing in February to consider ordering the project and next formal steps.
The teams said contingency and escalation are included in the 60% estimates and that choices on finishes, mezzanine scope and solar will influence final soft costs. Contractors committed to producing ROI ranges and maintenance-cost projections to assist council decision-making.
