Carver council asks for solar ROI and life-cycle cost before committing to rooftop array

Council members pressed staff and the design team for a clearer return-on-investment (ROI) and lifecycle maintenance analysis for a proposed rooftop solar array and several exterior finish options.
Architect and staff representatives said a 40 kW array had been budgeted for initial estimating and that an energy model and electrical engineering would be part of the 100% design phase to determine what portion of the building load the array could offset. "40 k w is what we budgeted," one architect said. Several council members said they support clean energy in principle but would not approve add-ons without concrete ROI that justifies the upfront cost. Staff agreed to provide ROI ranges and to seek preliminary input from the local utility to refine assumptions.
Council members similarly asked for maintenance-cost projections over 25 years for competing exterior systems (clay tile rain-screen vs. EIFS) so that lifecycle costs, not only initial price, inform their decisions.
