Residents tell Carver council Brookview grading is sending stormwater onto private land

Tammy Thompson and Patty Thompson told the council during public comment that changes made during Brookview construction have altered historic drainage and left neighboring properties at risk.

Tammy Thompson said she and her family inspected the site and that fill piled along the north property line appeared to be higher than the approved grade, prompting concerns about where runoff now flows. Patty Thompson, whose family has owned land in Carver for decades, said the revised grading and removed swale have concentrated stormwater toward the bluff and urged the city to "dig a functioning swale and correct the grading north of the property line" within a week. She warned that "a heavy downpour of rain could occur any day and cause catastrophic erosion of the bluffs or landslide." (Patty Thompson)

City staff responded on the record that engineering and community development staff would review the concerns and provide a response. "I'll make sure that's facilitated, the next day, and we'll get a response back to the Thompsons," city staff said, promising follow-up and inspection of whether final certificate-of-occupancy procedures have been complied with.

The residents asked the council to ensure final grading matches the approved plans and to put swale maintenance on a city schedule so the overland route remains functional after lots sell. Staff said the city engineer and relevant departments — including community development and public works — would examine the complaint and report back to the speakers and council.
