Staff recommended updating the Strategic Communications Plan and the City's content-moderation approach to reflect recent First Amendment case law; Assistant Kara Banks explained under the proposed changes ‘‘comments will no longer be moderated based on profanity, topic, or relevance’’ while spam removal would continue. Staff also proposed launching a separate Parks & Recreation Facebook page to highlight recreation programming without burying public-service posts on the main city page.
Councilmembers expressed support for the social-media approach and the new recreation page, discussing who would set up and monitor the account; Ms. Banks said she would perform the initial setup and limit reach to the U.S. to reduce bot activity. Council approved the update and the new Parks & Recreation page 4-0.
