The fiscal officer cautioned that grant awards can create long-term obligations and used the SAFER grant for firefighter hires as an example of a grant that later imposed pay obligations the city had to manage during a recession.
He also identified a specific near-term liability: "Your coming outlay for an unfunded liability for your pension and retirement funds out of your severance payout is $521,000. That's gonna come from the general fund," and he recommended the council either fund it now or address it during the fall budget process to preserve employee expectations and fiscal stability.
He reiterated that not all grants need the same level of review but urged the finance committee to apply best-practice grant review for awards that carry ongoing obligations.
